Industry engagement and consultation - Melbourne Water Guidelines for Stormwater harvesting on Melbourne Water Assets

As the licensing authority and waterway manager for urban waterways within the Melbourne region, Melbourne Water has developed draft technical guidelines for stormwater harvesting structures and is continuing to develop principles and rules relating to the volume, rate of harvest and location of stormwater harvesting. These rules and principles form an important part of overall resource management for stormwater in this region.

These guidelines are designed to provide proponents and engineering practitioners with guidance on Melbourne Water’s requirements for stormwater harvesting schemes on Melbourne Water assets and recommended options for the design, construction, operation and maintenance of diversion structures.

The current draft of the Guidelines is now ready for wider industry consultation following earlier stakeholder workshops.

We invite comments on all aspects of the guidelines but are particularly interested to understand whether the industry sees them as useful and relevant in the harvesting field. The consultation period is open until the 20 October 2015, after which the Guidelines will be finalized and made available publicly.

2022 Flood Inquiry Submission

The Legislative Council Environment and Planning Committee investigatated Victoria’s preparedness for, and response to Victoria’s major flooding event of October 2022. The Committee held a Meeting with Members to seek submissions, and have invited Stormwater Victoria to express their views via a submission. As part of Stormwater Victoria’s core role in policy and advocacy, the Association made a submission on behalf of our membership.

The inquiry held a look into the flood event as a whole and the areas affected, and consider factors such as what caused or contributed to the Flood Event; emergency services; government policy; flood mitigation strategies; the Flemington Racecourse flood wall; and the Victoria planning framework.

Key aspects we were invited to comment on include the implementation and effectiveness of the 2016 Victorian Floodplain Management Strategy in relation to the flood event, and the implications for future planning decisions, including how the Victorian planning framework can ensure climate mitigation is considered in future planning decisions. 2022 Stormwater Victoria SQIDEP Position Paper

Stormwater Victoria recognises the Stormwater Quality Improvement Device Evaluation Protocol (SQIDEP), developed by Stormwater Australia, as an important step in the industry towards achieving our collective and shared goals of improving stormwater quality for receiving waterways.

The need for a clear framework and criteria is essential to provide guidance to the industry on how to determine the performance of proprietary treatment products, as well as ongoing monitoring, evaluation and modelling requirements for these systems.

In line with our commitment to provide a voice to our members on key issues, Stormwater Victoria has engaged with industry and our membership to share the progress and seek feedback on the SQIDEP, and in turn understand how our members see this protocol being implemented, and any challenges, issues or limitations to do so effectively. The Position Paper provides details of this engagement undertaken with our membership, and the culmination of the work and consideration of SQIDEP over the past years.

We look forward to continuing to collaborate with Stormwater Australia in improving the SQIDEP framework to ensure a fair, robust and accountable protocol for the industry to benefit from into the future.

Stormwater Victoria's Submission on the Central and Gippsland SWS

Stormwater Victoria has provided a submission to DELWP on the Central and Gippsland Sustainable Water Strategy (SWS). With the release of the Sustainable Water Strategy, Stormwater Victoria is pleased that our advocacy has supported a stronger recognition for stormwater within the definition of 'Manufactured Water' and its role for future water security.
